No I mean Venom is a fixed length skill that sets poison damage at .4 seconds. But I think it's a longer duration in hell... and I'm not sure if poison constantly resets the timer if you are attacking at 2 frames or whatever.

This. I've played sin for a decade. And with bos and fanat I was laying traps significantly faster than 9 FPA. Felt like I was on drugs

yet firewall deals more damage now since it ticks way faster/frequent than in Lod but let's ignore that

venom is 10 frame duration at all levels / difficulties, its the fact players have -40/-100% poison length resistance in nm/hell in expansion that results in venom lasting 20 frames in duels, unless you wear some PLR gear
same as why poison nova is 4 second duration

all monsters of all kinds have 0% PLR in all difficulties, and its only reduced by -% poison resist on gear (which reduces both poison resist and poison length resist. Lower resist curse does not). I guess its possible for some monsters which spawn with random equipment to spawn PLR mods (blood raven, flying scimitar, madawc, talic, korlic)

Yeah, it confused the hell out of me too. I had -30 with 45 ias and noticed bos was increasing it, was looking at old trapsin ias guides trying to find what the next ias breakpoint after 9 was thinking i was going crazy.

anyone test zeal > 8/4 or strafe 2 (actual)?
