Yes, i believe attack speed for that will be calculated same way as last hit of fury. Since its a paw attack which does not start next attack before animation is finnished.

* 120ias giant tresher/tresher reach 4 frames fireclaw at 25 item ias. With 32 skill ias from fana you get 3 frames at 55 item ias.
* 120ias pb reaches 3 frames with 80 item ias.
* 65ias pb reaches 4 frames with lvl 15 fana merc if 80 item ias.

Bear also has shockwave as an advantage which I would say is another main reason to play a Bear in PvM.
