They didn't even bother with a nuke test this year and there were no tit for tat weapons fired let alone ships sunk and yet he's making a run on canned baked beans and bottled water
It just seems way more logical that it's meant as humor or he's just very young and entered the world of politics in November. It would be like walking up to El Choppo in Mexico and demanding you get a cut of his money for trafficking in a tunnel under your property you just bought lol. This time were saying "how bout you get nothing you want and here is what happens if you want to play the game you got away with for years"
