Basically means someone that is a high enough level to get the ancients quest in their current difficulty and then can get baal quest. Usually there will be a lot of level 1's that want to get to hell without actually getting the ancients quest (because you have to be level 20 or 25 I believe). So a bumper "bumps" these low levels to the next difficulty. Bumpers are usually level 40 though so they can get normal baal quest and then get nightmare ancients and baal quest and can bump the lower levels all the way to hell.

thanks a lot i have a one question to this, if i have a 40 lvl and alredy done ancjent quest on normal diffculy but ball quest isn't done, i can use this champion as bumper ?
