Just read the whole 15 page hearsay from Taylor. I still think Trump meant that the US won't deal with the Ukraine if they didn't clean up their act. I mean we know the previous Ukrainian govt. was corrupt, and the new Ukrainian President "saying" they weren't corrupt, would need a tad more proof than just "saying" they weren't corrupt.
We already know Trump is all about not spending where it not necessary. (Think UN, NATO, Venezuela, Central America, the trade agreements, etc.) Trump has been all about that since he took office.
I'm not suggesting that Taylor was lying, but rather that he made some assumptions that didn't fit with Trump's international policies/methods.
In the 15 page statement, Trump, himself and by report from 2-3 others, stated....this is not about quid pro quo. Normally, I'd wonder if Trump was just "saying" that. BUT, like I said, he has been all about not spending US monies on useless causes.
