For my field of computer science, I'd rather go with degree. That person probably knows the fundamentals more and can learn new technologies, which needs to happen pretty regularly. Someone with just experience doing one or a few things may not have that skill.

You need a lot of experience to make up for going to an underwhelming college

Not true. Every company has a different x years of experience = x degree. A lot of them are 7-10 years for a bachelors
