Depends on the field.

A science field life engineering or chemistry then college degree. If it's janitorial then experience since the college graduate will leave for greener fields.

depends on the industry/position, and what college degree or experience the candidate has

I currently have a job as a mechanical draftsmen and layout designer for a conveyor belt company.

I have a Bachelors degree in Criminal Justice, an incomplete law school education, and zero experience (prior to getting the job) in any related field such as fabrication, design, or assembly.

so i answer neither.

depends on the field i would think
in my field, they're pumping out undergraduates at a staggering rate
and people are having a very difficult time finding work in the field
probably better in this case to just have experience and find a place and stick there

I agree, it definitely depends on what it is you do for a living. I will throw a few jobs. Doctor, nurse, brain surgeon, vehicle mechanic, grocery store management, director of sales, etc. Its deaf broad topic.

generally a balanced approach works best, that's the reason apprenticeships are so valuable. you get a condensed version of the book learning then a mentored hands on education.
