5600 is a terrible choice for a 3090. I would know. Already been there, made the mistake. Roll with an 11th generation Intel.
Optimal build@ probably 5K to build it:
11900KF (yes more cores do make a difference for the 3090 and any 3 series card, I would know from personal experience)
OR 11980XE
3600mhz ram 64gb corsair vengeance (XMP in the bios) or find some 4000mhz with native 3600 clock speed
any decent motherboard should do, make sure it isn't am4 socket obviously, then ensure it has support for your ram and is pcie 4.0 for nvme and the gpu slot.
COOLING
don't go with water cooling. Bad idea. Just get great airflow and buy noctua fans 140mm and 120mm PWM for a silent computer. Water cooling has tons of issues, anyone experienced knows the truth in this. E.g. Noctua NF-A12x25 PWM, Premium Quiet Fan, 4-Pin or the likes
Graphics, 3090 if you want, but honestly even a 3080 and EVEN 3070 is PERFECTLY FINE unless you're in graphic design or video editing. But, if you're building for the demands of 24GB VRAM future titles, you're right on the 3090. Your choice though, you'll be happy with any of these cards, they can all run 4k well for nearly any game. Only buy gigabyte. The other card brands have issues and do not perform as well due to the the components being cheaped out on, I don't think anyone else here can tell you they've bought multiple series cards from many different manufacturers.
Do not bother water cooling your 3090, it will not overheat with a decent airflow setup, and overclocking it doesn't do much at all.
Power supply, Titanium rating 1000W + seasonic. Top of the line. Don't go cheap here.
Processor cooling: Noctua dual tower dual fan like the NH D-15 Chromax.
Storage:
the Samsung 980 is okay but the SN850 Black by WD is better. Get both of them and see for yourself.
Honestly with a $10,000 budget you could build an absolute monster of a computer. This setup should cost you about $5500 or less at inflated gpu prices.

I don't agree with the Gigabyte thing, I would pick them nearly last depending on the product category. I guess they've done you well? I've only had and heard of issues, do they still sell that exploding PSU? :banana:
I'm actually thrilled about the water cooling. Best thing I did with it tbh. Temps are ridiculously low.
