it's one of those strategies to avoid the substance of the matter: don't even evaluate the fact that republican congress members are not fulfilling their responsibilities, just treat it as a given - that way you can attack the side that does, by (technically correctly) pointing out it's an exercise in futility. of course it's absurd and intellectually dishonest, but again, that's the only way you can be a trumpublican these days while pretending you're not entirely morally corrupt...
