There were a shit load of Covid deaths in North Texas that weren't counted because they have garbage testing infrastructure. Texas is far less densely populated than California. These stats are complicated. Texas has a ton of shipping but a fraction of the international travel as California. Simply saying "attributed to Covid 19" is woefully insufficient to draw conclusions from.
