That the EE on the top charm is a very niche mod. If that same charm had spawned on a wild there would be no question its superior as then it would have the hybrid potential for salvation or something on the side. Just dont see many melee using the casting portion of it besides the rare person that might kill sneaky with it just for fun?
Salvation is with a heal charm in the accessory. Why would anyone use salvation at this level or use a 0 ee heal charm for salvation?
EE can take out immunes which is very useful for solo. Using up that mana pool in the low/mid levels for something useful. If you're healing yourself in the low/ mid levels on melee you should either play a caster or get better gear.
This isn't a question of preference. 90ee and 1% experience gain is obviously better than 4% glancing blow. Armor pierce is debatably better than quick draw, at least in lower%. EE on charm scales with int, glancing blow doesn't.
If the distribution was 40 str or 40 dex 5 of the other stat then I would agree with you but both are pretty much mainly good for axes. THen you may argue, oh I can use the wild heal with swords or clubs. First of all, if you're using axes you're not using swords or clubs and second of all, you can find a 38-40 str lvl 25 charm no problem and that would be more effective for these other weapons.
