The burden of proof lies with the prosecution to demonstrate beyond reasonable doubt that Manafort committed wrongdoing.
I don't think this decision has anything to do with a potential pardon. Perhaps Manafort's lawyers think there the prosecution hasn't shown anything that bears the burden of the proof and/or the cost of a cross-examination outweighs the benefits.
Maybe they think there is a chance at a mistrial. I don't know, the fact the defense is resting their case leads me to believe that Manafort won't be convicted. Just a hunch based on the defense acting as rational actors. He's got good lawyers.
