Yes pheonix is better lol and if your smiter doesn't have atleast 4k+ Life time to rebuild and start all over. Lifetap is garbage, Exile is garbage, any boots other than WWs and Eth Treks on a smiter is garbage.
Also if that's your build my 1pt smite Mage would own you with relative ease.
