I have checked against old ias calc d2iascalc on slow wepon bases and low werewolf level, since fast wepons max out very fast on d2lod.
I had missunderstood ias on the speed increase formula earlier, this would never be noticed on normal used wepons on d2lod, due to speed increase maxing out at 75 instant with fast wepons.
Chilled will make it 50+Speed increase in frames formula, instead of 100+Speed increase. Theese 100 is called AnimRate.
Equipment Slow i think will be taken away from speed increase direct, and same with skill slow like holy freeze/golem.
I dont remember the max values of all.
Max 50item slow at least.
So you can say:
Anim rate - 50 if chilled.
Wsm - % of item slow. (i dont know if it affects both delay and speed increase or just speed increase, maby you know?)
SIAS - % of skill slow.
