Its measures of 'care' and marginal utility. The carecup is dry bone empty for maphack and farcast in d2 because fixing it requires insane amounts of work and gives no benefit.
In d3, it will be the same. Hacks will be stifled for a short time, then abandoned and left to rot.
They won't give a shit about plugging maphacks, but they'll keep an ironclad grip on the economy. Maphacks take tons of effort and give little reward to fix, d2 *or* d3, same thing. D2jsp can be shot the fuck down with no effort required
They only care about how attractive the game is during the buying season. After that, support drops to minimal levels
