You're correct, but I think we might be in the midst of a movement where the way the phrase "plot hole" is used colloquially is being expanded beyond the original definition of the word.
Thanks to the rise of social media, casual fans are joining the conversation of movie critiques and parroting the language that has been established by the professionals.
They are incorrectly using words, that doesn't change the meaning of said words.
It's like if in science someone says weight when they mean mass, but they are actually talking about density. Weight isn't redefined to mean density because it is easier for the "masses", because it would make actual conversation for the educated fucking impossible.
