he can say it. legally. imo.
he can't do it, legally. imo. at least not using govt resources. he could in theory hire a private investigator. but making contact after he finds out who they are would be witness tampering imo. always muddy waters when we apply criminal statutes to the goings on of congress and the executive branch. hard to tell what's a requirement, what's protected, etc.
also this is an employee of the executive branch, and there may be some relevant protections for whistle blowers that prevent Trump from even looking for him. going to be interesting to see what happens. o god to be an aide in this whitehouse. i'd take a hammer to his phone.
