i think you could make a decent argument that it can reasonably become the government's business once the fetus is viable (a quick reminder that just 8% of abortions are performed week 13 and later, just about 1% week 20 or later - earliest viability is around week 23, which accounts for less than half a percent of all abortions) - at least in a modern society that can afford to and has the political will to ensure that baby doesn't suffer from hunger and poverty - so that definitely doesn't include the US.
