Charges dont get dropped simply because you were blacked out, if they did id be drinking a 5th and robbing banks

As long as you see the path of charging people with resisting arrest and threatening statements (with like disorderly conduct misdemeanors) as a good replacement for force i can agree with you. But that also likely would mean ALOT more tickets. Lots of cops deal out minor street justice with a kimora or a minor slam, if they are all advised to ticket in replacement of any force against non-violent threats there will me massive fines. Places like the boardwalk in NJ would likely see 5-10x more tickets, which is fine as long as you acknowledge and accept that consequence at the outset.
