Restarting my pc after reinstall
Sfc scannow
System file checker
Uninstalled skype
Terminating and reset
Focus assist off

Why not just use the snipping tool?

I fixed it but at the time even the snipping tool wouldnt open.

Tweaking Windows Reapair app actually fixed it for me
