Is this the only shortcut that doesn't work? If so. Do you have Skype? If yes, tcheck google; skype can "hi-jacked" the shortcut.

When you say W you means windows key? Windows key+shift+S brings up the snipping tool.

Also a fix for the snip and sketch app is to restore defaults as something may have corrupt.
Hit the windows key>settings>apps>snip and sketch>advanced>terminate and if that doesn't work try
Windows key>settings>apps>snip and sketch>advanced>reset which will delete any data and restore it to normal

Tried all + reinstalling and nothing
w = windows key when im tired i guess lol

Tried this and uninstalled skype because i dont use it, Neither worked.

This comes up when i open snip and sketch and click new crop

Mind you this is after 4-6 reinstalls and PC restarts etc

Did you update windows recently? Theres a fix that says to manually change the date and time on your computer to earlier and for some reason that fixes it and then you can set time to automatic again

Very interesting. Have you tried running the system file checker on your computer lately? make sure to do it in admin. Might find something and fix it. If you've uninstalled and reinstalled it has to be something other than the program itself.
After running that I'm all out of knowledge on fixing this.

Try going to Windows Updates and look for updates manually (check for updates), also view additional updates and apply any that may apply

Try going to Updates & Security -> Troubleshoot -> Additional troubleshooters -> Windows Update (run the troubleshooter)

Do you have any other snipping software running? i.e gyazo, push, etc.

If that all fails, I'm maybe thinking something is disabling your windows updates. I'd try running Malwarebytes, and if that doesn't detect anything, you can try running the repair tool 'Tweaking Windows Repair', I use it for repairs somewhat frequently.

You can try running snip tool as admin just to see if it works, and if it does, maybe you have a third party antivirus interfering? To do this, just search 'sniptool' and run as admin. See if it works.
