I really doubt the 2.4 change means that you don't
block during cast foreswing. People initially thought the same thing about the 1.10 change to blocklock, that it would reduce blocking. What happened with the grace timer is that you get 11 frames where you can block
with no animation. You still block the attacks, they deal no damage, but you don't get interrupted. Reading the 2.4 patch notes it sure sounds like they did the same thing, this time making it so you can block without an animation during a cast foreswing.
However there's 3 issues;
1) the patch notes are vague and open to interpretation
2) blizzard is unreliable and often codes these things completely wrong, and may not have changed anything at all
3) its hard to test
If its working as it appears to be intended, then the only change would be that you don't get interrupted in the cast foreswing by blocking. Its not clear if this also applies to attack foreswing, or what skills its limited to
