Depends who you ask, not really proven.
level 55's drop level 55 items is though. Which have the largest potential of value, theoretically could get an item worth 1 mill fg to drop (a staff with 70 int and 14 crit for example would be worth somewhere around that region). A level 55 or higher mob can drop this.
Evil presences (ep's) have better drop rates
Wells have better drop rates. To use a well, put an item with no stats into it, fight the monster which comes out. No point doing this with items less than level 5, arguably 15 is usually the minimum level. I suggest selling those items though as you can see this other new players disbelief at the price they sell for:
