When it comes to safety and also the availability of talent, they could move to some place in Europe though. But then they'd have to deal with the EU and its pesky privacy laws, potentially higher corporate tax rates, etc. pp.
At the end of the day, the combination of an established infrastructure, talent pool and tech culture in Silicon Valley, the protection from the strongest military in the world, and having legal certainty in a very corporate-friendly country is what the U.S. are offering. Taken together, there's just no other place which can beat this package.
