Problem is you need something a bit more complexe which should give advantages (cuts) to entities promoting culture, national interests & strategy, employement, environment... There's alot of Laws already formalizing this.
And all this has to be re-considered each new year since the entity is evolving. Monopoly is an issue too. Corruption. Forget it.
