If you make below a certain amount you tend to get it back. Like a middle to low class family with kids pay little to no taxes.

Romney was right when he said that half the country doesn't pay taxes.

He clearly meant federal income tax, which is accurate, but plenty of people who don't pay federal income tax still pay state and local tax, and sales tax, etc. etc.

And that is specifically why said federal taxpayers. Most people get every dime taken as a return.

And there are a variety of sales taxes and local taxes. For example I pay $500+ a month on property tax. Any homeowner in my township pays this.
