to give you a hint about trade boards or pvp boards in europe. you had 2 different serious pvp/trade boards (AoW mostly for germans with tvt and bvb tours and euro-pvp for all other european countrys). Oh and LittleWars for LLD.
d2jsp got famous end of 2003/2004 with theire bot console and setups/templates. long time past all other pvp-boards in europe. nobody cared about pvp at d2jsp. but since the trademarket began to change because of dupes/bugged items, all the trade-activities began to switch from euro-pvp to d2jsp.
mass 32020 dupe trades or bugged item trades were forbidden at all other european trade boards and d2jsp was a bot board with everything allowed to trade. but those trade-rules didnt changed anything about pvp-league tours with balanced rules.
(no knockback, no amp procs, no duped items, bugged items, no class aura items, no enigma teleport and whatever)
its funny to see that AoW-BvB tours are still alive and ive got to see "maybe" 1 or 2 ppl who were a original member of the AoW-PvP board. Appriciate this movement of activities. keep it up :)

Its a trophy rare for sure, but indeed nowadays with just a nothalgic worth. because there are no euro-pvp tours today am i right ?
Nontheless its an rare item with 20ias-4xx%ed-2sock (just try to imbue, cube or find an rare with those stats)
Any rare with those stats is a trophy. Of course you can argue about the usefulness today, but this doesnt change anything about the rarity of this item.
and just to do some math for you:
gmb ias bp is 147 (60 armor, 45 helm, 20 gloves....tada 22ias needed@gmb for an hl.08 setup)
and this was the item setup for an amazon with league rules
