Assault on a police officer carries a very heavy punishment in some states. Multiply that by two. And he escaped jail which is a mockery of the criminal justice system. The judge probably just didn't like the guy and wanted to put him away. Judges often have the choice of a wide range of years or fines to implement.
How is it possible? Look at Texas law.

Maybe re-locate them to a US version of Siberia and have them work for their punishment. Nothing develops character like near slave labor hard work.

We do that too, they get contracted out to cheap labor for private companies

Serial felons tend to get put away for life. Isnt that what's already happening across the southern states, particularly in prisons with a suspiciously high percentage of black inmates, white guards and nearby fields where they are forced to pick up cotton agricultural products?

How long until an underqualified/underpaid/overnervous/psychopathic guard kills or severely cripples an inmate while carrying out the corporal punishment? Maybe ... 1 week?

there are written 3 strikes rules and unwritten 3 strikes rules
I'm not sure which applied in this particular case. Texas doesn't include felony theft in its 3 strikes law, but hey IANAL.
But generally if someone comes up in front of a judge on their third felony and its something as flagrant as 'trying to burglarize the public at random and attacking police', they're going to get put away a very long time
