really eazy to stuff with your requirment : budget.
Skill tree : u know everything, no need repeat for hours.
Runes for spirit and insight are eazy to farm,
and if u find decent suports, dual spirit and insight
will already makes 80% of ur char. Just mage fist and trang
gloves and u reach the 75 bp, u can have mb with priority in hs
and decent shield, make a stone armor with ur forges runes,
and get some tankiness on rest boots helm ammus and rings :
hp and resists, + skill if you can.

Sooo spirit shield > hoz?

I don't think 125 is really necessary, especially with my Aussie 280ms latency. So much extra dex stats saved getting mb with a hoz rather than spirit too. However this build doesn't hit the 86fhr bp so would have to maybe sub travs out and possibly tgods. Tgods would make it almost unkillable to souls though

Ideally rare fhr dual res boots with mf% would > travs, and a dungos for dr and fhr to replace Tgods, would make hitting 86 more achievable.

lol if my setup isn't budget then yours isn't either but it's definitely worse. i mean 75 fcr works for sure but for those few dex points you give up a breakpoint. that's not worth it. faster tele not only let's you kill faster but also move faster out of danger. and why tgods when you can use wisp? dwarf is not needed either. for what? fire absorb? use hotspurs.

Hotspurs don't give mf%

enigma, gheeds, shako, wisp --> ~175 mf. can be almost 200 if your ammy has mf or 220 with ptopaz in shako. you don't need more.

125 fcr is a must.

Hotspurs adds a lot of safety to chaosruns.

Dwarf or double dwarf plus Hotspur means pretty much unkillable

Idk if it's a must. Its only 1 frame and A LOT of stats sacrificed to get it.

Absolutely no stats are sacrificied for 125 fcr. Please dont confuse newbies. OP wanted safest build
