To me dirtiness comes down to intent. Garrett could feasibly be defending himself given that he was being rushed and pushed back by 3 Steelers players. I know he was the aggressor at points but it was definitely a back and forth exchange. Rudolph was facing him and, while he may not have expected his helmet to be swung at him, could at least see it coming and react.
White was on the ground facing away from Gronk, he had no way to see him coming or react in any way, and took the full force of his weight on his head. Gronk’s was dirtier for that simple fact imo.
