I honestly dont think its that harsh of a penalty.

The money is nothing. The 4 picks is rough, but can be regained with trades/qulaifying offers.

4 Picks is tough, but also, look at drafts, the Nationals? (not sure who) had like 7 picks in the top 75.

So can't the GM kind of just call the shots from behind the scenes? Obviously not do the daily things a manager does, but big decisions he can use a middle-man.

it wasnt that long ago that the braves GM got banned for life for paying international 16 year olds who were eating rice cakes and beans for every meal
and the astros GM who got banned indefinitely (prob 1 year) for saying he was glad they got Osuna to female reporters.. who shouldnt be in the locker room anyways (something always weird to me)
