Exactly this. The first number are the core mechanics.
So 4.0 is a hugh update where the core mechanics are changed. So it is possible to go directly to 4.0 if they manage to finish it.
3.9 is already spoken off so i dont think 4.0 will be ready after 3.8.
And somewhere in early releases they also mention that there will be a 3.10 and 3.11 league if they dont finish 4.0 on time.

fuckkk no dont add shit to mtx currency wise and i think they should add a trade auction and make port and id scrolls drop stacked
oh and some new skills and maybe some form of new pvp content and a new boss requiring more strategy and more content for end game oh and longer leagues fuck off with this 3 month bullshit you get a nice build 1st month and then everyones like "league is over" "league is dead" make leagues 8 months d2 had no fucking problem making leagues go for a year
