One could say it depends on what you want to accomplish, but I'd say;

CPU, Mobo, Ram, NVME

R5 3600 ~$200
B450/x470 ~$125
2x8GB 3200mhz+ ramz ofc ~75
Decent NVME as boot drive/basics with remainder $$

Save for better GPU and then upgrade peripherals as your next upgrade(s).

E: Or push your budget over $20 and kick the NVME to go with an r7 3700x.

What games would a 970 struggle with at 1080p60 though?

Sell ur current build + 500 = new build imo.

Even better if u can save a lil more. But ya, depends what u wanna accomplish

None tbh, I wouldn't be upgrading personally and if I did it would be gpu.
His hardware is basically what I have but slightly weaker gpu/cpu and I'm fine atm.

Don't upgrade just for the sake of upgrading. Unless there is some new game you want to play that your current setup can't handle keep saving.

If my computer is randomly restarting once every couple of weeks. I assume its hardware issue.

Would you personally scrap this build and build a whole different computer?
