Yes this is the build I use. I have been able to clear everything except hell ancients so far on ladder.
20 firebolt
20 fireball
1 fire mastery
20 ice blast
20 blizz
1 cold mastery
Then remaining into ice bolt as your primary attack should be blizz / ice bolt, so you don't need to waste 3 pts to get to meteor.
did this and im doing over 6k fire balls and blizzards with gear at level 90. Im going to make some slight adjustments but this build is fairing very well so far.
should also be known Im geared for cold dmg. Facets, NW etc...
May consider using eschutas over fathom though, havent decided.
Static + merc makes quick work of those high res fire and cold immues as well.
