I thought of an IP ban too, thats why I asked if you have the possibility to host a hotspot with your smartphone (=smartphone is the WLAN Router and shares the mobile internet which uses a different IP adress than your "home internet". The only thing you need of course is a device that can start diablo and can connect with WLAN... a laptop or a pc with a WLAN stick).
You can try to change your public IP of your home internet by shutting down you router (if you have not done it yet) for like 5 (should be enough) minutes and turn it on after. If you are lucky and you do not have a static (never changing) IP adress, that could work.
[As last option you could use a free VPN to try if diablo starts [a VPN software would be p.e. NordVPN - try out without costs for like 1 month, can uninstall it everytime of course. Can't say anything to the speed of this VPN tho]
