He's right though, in that your point there was about people getting less on a tax return (i.e. a REFUND), and not about the total amount of taxes actually taken (i.e. WITHHOLDING during the year). There is a difference, and the tax return argument is being used to paint the change as an increase in taxes in general, when it's not the case for most people.
