Unless it's changed since last time I looked into it, WoW only uses 2 cores, so the game itself shouldn't really be pinning the CPU. I would check to make sure you don't have any background processes using the CPU too much.
Also, I've heard that not having an SSD can be a huge performance hit.
However if you want to upgrade, you'd be looking at something like this: https://pcpartpicker.com/list/fcTgjy (the h7 is $40 on newegg, it's just bugged on pcpartpicker).

they recently made wow able to use quad core. got changed maybe 2 months ago.

they only background cpu usage i have is the internet on my 2nd monitor.

According to that you're running single channel ram, that could be a problem. Also make sure you have wow installed on the SSD and not the HDD.

yeah i have 1 stick of 8 gb of ram, wow is installed on my SSD as well

I would definitely add a second stick of ram for dual channel mode (it effectively doubles your bandwidth).
If that doesn't help, then you're gonna have to mow some lawns or something because what I posted is what it takes to be any noticeable upgrade from what you currently have (the i5-6500 *SHOULD* still be a plenty capable cpu for gaming).

It's the same socket and could work, but it's not recommended.
The z390 chipset allows for overclocking (the main reason to get a k sku cpu), will have better VRM (power delivery), and just all around much higher quality. A 9600k in your current mobo is like putting a NASCAR in rush hour traffic.

If you know the exact type of ram, you should post that. Otherwise, any other 2400mhz 8gb stick should work, but there's always chance of incompatibilities.

Honestly just get the ram, that alone should help a lot.

Then if it still isn't good enough, get the CPU and mobo.
