Just about all vegetables and herbs develop this way. And it certainly isn't the greatest there are plenty other herbs which are much bigger then any mustard can ever be. If you read the CONTEXT reeeeeeee he is talking about how the kingdom of god is like a mustard seed. Comparing them

Clearly he is describing kingdom of heaven like a mustard seed
Clearly herb mustard plants cannot become trees
Clearly mustard seed isn't the smallest seed (just one example lady's-slipper orchid seed is about 20 times smaller)
Clearly mustard plant isn't the biggest herb (the largest herb in the world is the banana plant tall as much as 40feet both larger than mustard plant and mustard tree combined) (and if you are talking about trees mustard tree is a tiny midget compared to eucalyptus or Douglas fir or Sequoia)
