The word retard or retarded is an outdated word that has it's roots in medical and life sciences. Anybody using the word outside of that context is likely using it incorrectly or is meaning it as an insult.

The word's use has been on a steep decline for the last 30 years and is at a historic low. It been replaced by other words. I think by large the remaining use of the word is done either as an insult or at the very least is used incorrectly to describe a mentally disabled person.

That being said unless you're a scientist making an analysis you will be hard pressed to find a suitable time to use that word and not sound ignorant or mean.
