There were a few instances in time of war where God commanded it because it was necessary for the survival of Israel and that they not turn to false gods. They disobeyed God and those babies grew up and corrupted Israel with false gods. Other than that, it's forbidden.

That’s twisting what he said. He is speaking of Old Testament times. The atonement reconciled Jews to god and also provided a pathway for gentiles to be saved. What was acceptable and necessary at that time for the Jews has nothing to do with the gentiles in today’s world.
