there are people who commited multiple rapes with accounts on twitter, they are not banned

I'm confused though. Your angle comes from: If Group A gets banned from Twitter, shouldn't also Group B? Meaning, both should get banned. However, you don't think Group A should be banned. So how is Group B relevant then?
