There is no such thing as "a scam and not a scam", you're also leaving out the deceptive sales pitch even if the content of the contract spelled out the details.

It was a scam. You don't have to dig into the weeds to realize it, but I see your overriding desire to defend Trump so I understand why you are really trying to dig into the weeds to find a defense.

Yet still have higher rates of employment and income than non graduates and the increase in lifetime earning greatly outpaces the cost.
