the definition of these statistics have been changed dozens of times
to name one prominent example, take the infamous new years eve night 15/16, when thousands of women were attacked by migrants
only a handful were ever held accountable, so a lot more crime happened, that never makes the statistics
shoplifting often doesnt even get reported anymore and both police and state attorneys are sitting on a mountain of several tens of thousands of files (and growing), obviously those dont make it as well
the "low" numbers for 2017 are the result of a massive police effort against housebreaking and more importantly a decreasing migrant influx, that alone accounts for a six figure sum of illegal border crossings, which have disappeared
the article you posted does not cover the real problem, because if you check the crime report you will realise that violent crime is on the rise
murder, assault and battery, robbery, sex attacks have all
increased significantly
its absolutely crazy how the government gets away with the "total numbers are down, we are safer than ever before" fake narrative
