52 states? Sure, once D.C. and Puerto Rico are granted admission to the Union. Democrats will eventually go for this power grab once they get the chance. They'll gladly use the nuclear option if they have to.
4 more Senators, 6 more House representatives (1 for DC, 5 for PR), and ~10 more electoral college votes (3 for DC, 7 for PR). Talk about a power swing. Wouldn't put it past the Democrats to also stack the SCOTUS someday in retaliation to the Garland snub, either. Nothing in the Constitution prevents them from going above 9. The backlash to Trump is going to happen eventually, and it's going to be ugly.
As far as California splitting into the 3 states, it would be roughly the same amount of electoral votes since it's based on population and each new state would be above the minimum threshold of 3. Would likely result in a net gain of EC's for Republicans since NorCal would probably go red but a net gain of 2 or more Senators for Democrats, which is probably more valuable. House would probably stay the same.
