oias works with fury at slower frames, so 500% IAS gloves would benefit say a Death Decapitator but just barely. It's not practical in anyway in this regard hence the general consensus, it can however make a difference when under the effects of chill/cold. (20 ias gloves for wolves are a more recent thing, forgoing raven or cham)
indeed, in a GM melee context that one frame is significant, even if it's a bit underwhelming. in a PVM sense such as the OP is asking it's not as much. seems he found the right answer and hour after i posted tho!
