New ladders aren't always announced in-game. They always are on the forums, tho.

when you first select your character and prior to joining a channel or game, it will always be posted there. In the 15+ years I have been playing d2 it has never not been posted. Normally it is at least 5 days prior to it being announced.

That window sometimes glitches (on install of either game OR Xpac, OR Server-side screwup) to show absolutely nothing at all.

On a fresh install if the message doesn't post, you have a corrupted .dll in the d2 installation. But regardless, its posted there for most people to see and is always posted on their forums.

Bot goes to channel to fast can't see it
