Except for the fact that due to rehabilitation(parole?) police had a constant eye on their movements. Along with neighbourhood watch contacts (imams and old men) it was easy to keep solid watch on the suspects. New reports show that the municipality had this group in their sights starting somewhere in 2009. After attempts to travel to ISIS-related areas intelligence efforts increased.
What has happened is only possible because of a lot of intelligence gathering and the right actions taken with that information. Now they've been caught in the act, which means you can arrest an entire concentrated cell of criminals instead of just one or two.
dont get me wrong, this is a success and with the police background i have i can see the reasoning behind the operation
however as i said we are not talking about thieves or drug dealers, where you can take some time to arrest the whole bunch without a big problem
eventually somebody will slip through and an attack will happen though, just like it did in germany with the christmas market terror attack
the culprit was also under investigation and surveillance, in custody several times and it didnt stop him
the manpower needed is ridiculous, no police force in the west has enough guys to watch all threats
my point is that most of these things leading to the situation should never happen in the first place
one can only hope that your authoritites will continue to be as good and efficient
my dad worked with dutch police units several times and had only the very best things to say about them
