Haven't watched the new one yet, but the original is catergoized as horror (among other things) and certainly was terrifying as a child growing up in the 90s.
Pretty much everything would be terrifying to a child. Also, the original was classified as a supernatural horror drama, focusing more on the drama than the actual horror. The miniseries gave a little more emphasis on the clown than the novel did but still doesn't change what I said. Evil dead is also classified as horror, but you're not going to sit here and call that terrifying.
Like I said, it was never really scary horror movie or intended to be one. If you went into it expecting some uber scary horror movie, then it's clear you never paid attention to the source material or previous miniseries. It was a blend of drama, comedy, horror and smidgen of thriller. The newer version had more jump scares, but it didn't take away from the narrative it adapted.
