Not just anyone, there are specifics. It's part of your contract when you retire. The law says only 25 at one time, this removes the cap.
However the wording was intentionally vague so that other branches will be applicable, as of right now they're using it to recall 1,000 retired air force pilots.
And couple that with the military previously making marijuana waivers easier to get for new army recruits, it's causing concern among the recently retired.
Executive Order 13223 was supposed to be temporary, but has received 16+ years of zero congressional oversight. Thank Bush for Proclamation 7463. The executive branch has ignored a law requiring it to report to Congress every six months.
Senator Lindsey Graham, a member of Armed Services Committee says that Counter-terrorism rules under President Obama had been too restrictive and ineffective, so you can expect more changes under that heading.
Trump already lifted drone restrictions from the previous administration, so there's also that.

It's especially telling to see this after the liberation of Raqqa though.
Another thing to note, given that they're targeting recently retired air force pilots, this is going to hurt civilian airlines and it will hurt those retired pilots who have started careers with the airlines.
