that's always been the case, a democratic government with a cause that's empowered by its people is a much scarier opponent than a government with absolute power choosing a fight. The downside is that when public support isn't there they really suck. Case in point: Vietnam.

Russia has moved anti air missile platforms to Vladivostok so... I mean it can't be anything other than a response to tensions in the region but what Putin's intentions are should war actually breakout? Who knows.
